Can the Boyle Heights Neighborhood Council Live Up to Its Mission? [Updated]

After a year on probation, the city of Los Angeles gave authority back to the Boyle Heights Neighborhood Council. The council was created in 2002 as part of a citywide effort to give Los Angeles neighborhoods more say in their governance, but the poor performance of council members became notorious.  Boyle Heights Beat explores the issues of contention.
