Facility for mentally ill stirs neighborhood discord

The Percy Village Adult Residential Facility is a large, community-based residential mental health facility, housing over 100 adults, many with severe mental illnesses.  Nearby homeowners are protesting the facility's proposed expansion, saying they already don't like how Percy residents have transformed the neighborhood.  But views differ on whether Percy residents pose a real danger and nuisance, or whether this is just a typical Not-In-My-Backyard backlash.  “Our clients are given the opportunity to live in the least restrictive environment, which is a philosophy of the Department of Mental Health.”  Percy administrators, police, and neighborhood residents discuss the angles of the issue on Boyle Heights Beat.
