Richmond residents react to new fees for paper bags

Richmond recently joined its neighbors in Alameda and San Francisco Counties in enacting an ordinance to charge 5¢ for every paper bag used at food and liquor stores.  While some residents are annoyed at the new policy, others argued that the environmental benefits are clear.  “I think it’s worth trying.
