Chevron and Richmond try a new path, but doubts remain

A 2012 Chevron refinery explosion sent black clouds over Richmond and touched off a local and regional movement calling for more transparency and consideration for community safety from the oil giant. Chevron proposed new developments for its Richmond refinery, which the company says address environmental and safety concerns.  But local groups maintain that the project is just another way for the company to refine more crude oil and expand its market.  Read more of this story on Richmond Pulse.
