Ballot measure aims to stem rising youth homelessness in Los Angeles

Homelessness has soared in Los Angeles County, where nearly 40 percent of people without shelter in California live. Among students at California State University, Long Beach, it's estimated as much as 10 percent of students don't have permanent housing.  A ballot measure would raise money for homeless services through a sales tax.
