City Council Bans Coal Storage, Selects Districts

At a recent city council meeting, Richmond moved to ban the storage and handling of coal and petroleum byproducts, despite the threat of legal action from the Levin-Richmond Terminal Corp. At the same meeting, councilmembers divided Richmond into regions to participate in by-district elections.
